If you mean undershorts--that's a whole "area of interest" in itself.
Nylon/thin sweat/jogging shorts and other athletic types--lots of people use them as swim wear, so no for your purposes
Denim, khaki, cargo, and other shorts--lots of people swim in them if they don't have swim wear handy, but almost everyone thinks of them and uses them as not-swimwear, so yes for your purposes.
